Disputed MSD contract passes first round of approvals

A disputed $140 million contract with the Metropolitan St. Louis Sewer District received its first round of approval from the district’s board of trustees at a meeting Thursday. The contract passed 3-2, with Trustees Annette Mandel, James Faul and Michael Yates voting “yes” and Trustees Ruby Bonner and James I.
